 Pay Fixation on Initial Appointment in Indian Railways

जब कोई व्यक्ति भारतीय रेलवे में पहली बार नियुक्त होता है, तो उसका वेतन (Pay) किस तरह से तय होगा यह बहुत महत्वपूर्ण है। यह प्रक्रिया Indian Railway Establishment Manual (IREM) Volume I के Para 601 के तहत निर्धारित होती है, जिससे प्रक्रिया में पारदर्शिता और समानता बनी रहती है।


💼 प्रारंभिक नियुक्ति पर Pay Fixation का नियम

रेलवे में पहली बार नियुक्त किसी भी व्यक्ति का वेतन उस पद के Time-scale के न्यूनतम (Minimum) स्तर पर तय किया जाता है।

हालांकि, कुछ विशेष परिस्थितियों में सक्षम प्राधिकरण (Competent Authority) — संबंधित रेलवे के Financial Adviser से सलाह लेकर — वेतन को Time-scale में किसी ऊँचे स्तर (Higher Stage) पर भी निर्धारित कर सकता है।

उदाहरण:

श्री “A” को RRB/CGA के माध्यम से Clerk के पद पर Level 2 में 01.02.2025 से नियुक्त किया गया।

  • वेतन होगा: ₹19,900 (Level 2 का Minimum)


🔁 7th CPC के तहत Annual Increment के नियम

वार्षिक Increment देने के लिए दो तारीखें निर्धारित हैं:
✅ 1 जनवरी
✅ 1 जुलाई

लेकिन कर्मचारी को सिर्फ एक Increment ही मिलेगा, जो उसके:

  • नियुक्ति की तारीख

  • पदोन्नति (Promotion) की तारीख

  • या वित्तीय उन्नयन (Financial Upgradation) की तारीख
    पर निर्भर करेगा।


🧮 Increment के उदाहरण:

Case 1:
श्री “A” की नियुक्ति 01.07.2024 को हुई।

  • प्रारंभिक वेतन: ₹19,900 (Level 2)

  • 6 महीने पूरे होने पर (01.01.2025): ₹20,500

  • DNI (Next Increment Date): 01.01.2026

Case 2:
श्री “A” की नियुक्ति 01.08.2024 को हुई।

  • प्रारंभिक वेतन: ₹19,900 (Level 2)

  • 6 महीने पूरे होने पर (01.07.2025): ₹20,500

  • DNI: 01.07.2026



Pay Fixation on Initial Appointment in Indian Railways

When a person is freshly appointed to a railway post, understanding how their pay is fixed becomes crucial. This process is guided by Para 601 of the Indian Railway Establishment Manual (IREM), Volume I, and aims to ensure consistency and transparency.

💼 Pay Fixation Rule on First Appointment

For someone newly joining the Indian Railways, the initial pay is fixed at the minimum of the time-scale of the post to which they are appointed. However, in exceptional cases, the competent authority (with consultation from the Financial Adviser of the railway concerned) may fix the pay at a higher stage.

📌 Example:

Mr. “A” is appointed as a Clerk through RRB/CGA in Level 2 with effect from 01.02.2025. His pay will be:

  • ₹19,900 in Level 2 — the minimum in that level.

🔁 Annual Increment Rules under 7th CPC

There are two dates for granting annual increments: 1st January and 1st July each year.

However, an employee will get only one annual increment based on:

  • Date of appointment

  • Date of promotion

  • Or the date of financial upgradation

🧮 Examples of Annual Increment Application:

  1. Mr. “A” joins on 01.07.2024

    • Initial Pay: ₹19,900 (Level 2)

    • After 6 months (on 01.01.2025): Increment to ₹20,500

    • Next Increment Date (DNI): 01.01.2026

  2. Mr. “A” joins on 01.08.2024

    • Initial Pay: ₹19,900 (Level 2)

    • After 6 months (on 01.07.2025): Increment to ₹20,500

    • Next DNI: 01.07.2026
